No, the temperature in the basket is almost the same as on the ground, plus some warmth from the burners. Also, the balloon moves with the wind, so you don't feel any draft. Only above one kilometer does it get noticeably colder (about 6.5°C per kilometer)—but we don't fly that high, and a warm sweater is enough.
